The most important thing about a paving project is to create a good base for your pavers. Make sure it is compact and level before you even think about laying the first paver. Paving or tiling on a reinforced concrete slab will give you the strongest finish especially if the area has heavy traffic but it will be the most expensive option.
You can of course concrete in each paver as you go piece by piece with out using any reo. I use this method the most using a 50 mm slurry of sand and cement 4 to 1 mixture to put the pavers on. With your stairs make sure each step is not higher than 215mm, I find measurement of around 170mm is a nice height to walk up but it will depend of your over all width to height measurement. I love to use natural stone when building so keep that in mind!!
